The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are delivered from various governments. Significant resources is expended on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: maybe the hostile projectile won't cause damage this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that regional partners are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new initiative from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, continue.

Political Considerations

It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unrealistic to compel Moscow to surrender the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the near future.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a entire defensive failure until conditions improve in its favour.

Present Conditions

Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
